Dr. Stephen Slaten co-chairs the City Manager’s Community Task Force on Bias and Hate Crimes. Initially formed in 2000, the Task Force is committed to fostering a community of justice where acts of prejudice and hate will not be tolerated.
The Task Force brings together concerned citizens, representatives of the Worcester Office of Human Rights, the Worcester Police Department, the Worcester Public Schools, the Office of the Attorney General and representatives of community and faith-based groups.
The City Manager and the Task Force held a press conference “Building Bridges of Understanding” on September 27, 2005, to announce Worcester’s intention to become certified as a “No Place For Hate” community, a program of the ADL.

"Building Bridges of Understanding" Film Festival:
As part of the "No Place for Hate" Campaign, the City Manager’s Community Task Force on Bias and Hate Crimes has organized a film fesitival from Friday, March 17 through Sunday, March 19 at Razzo Hall, Traina Center for the Arts at Clark University.
